Our Underwriting Staff assists Missouri public entities in providing new quotes, changes to present coverages, adding or deleting vehicles, locations and equipment, and answering questions regarding potential liability and property exposures that may affect your coverages. The Liability Program includes General Liability, Employment Practices Liability, Public Officials Errors and Ommissions, Law Enforcement, Automobile Liability and Physical Damage. The Liability Program is underwritten and administered in the main office located in Jefferson City.

The Property Program includes Property, Boiler & Machinery, Equipment Breakdown, Earthquake, Flood, Employee Dishonesty Faithful Performance, Money and Securities and Computer Fraud. The Property Program is offered to public entities exclusively through licensed and contracted Missouri Independent Agents.

Eligibility


All public entities in Missouri shall have the option of participating in the fund and making annual contributions in the amount determined by the Board as provided in 537.705, RSMo. A "public entity" is defined as any city, county, township, village, town, municipal corporation, school district, special purpose or taxing district, or any other public body created by the [Missouri] General Assembly.

Questions relating to the eligibility of an account should be addressed to the Underwriting Manager. In some situations MOPERM may have the Attorney General's office review eligibility.

Coverage Placement Requirements


The following guidelines apply to the placement of Liability coverage with MOPERM:

Automobile Fleet coverages may be placed alone.

Law Enforcement, Public Officials Errors and Omissions, General Liability, Medical Malpractice and Employment Practice Liability coverages must be placed together.

Coverage may be placed with MOPERM at any time. However, all required lines of coverage, as shown above, must be placed within one (1) year of your original inception date with MOPERM.

The following guidelines apply to the placement of Property coverage with MOPERM:

Liability coverages will not be required for MOPERM to provide property coverages to a public entity.

Building, Contents and/or Inland Marine coverage will be required in order for Boiler and Machinery or Fidelity and Crime to be offered. Boiler and Machinery and Fidelity and Crime will not be required with Property coverage.

An entity will be required to have an agent representative for any property coverages provided by the Fund. The agent representative must be duly licensed as a producer in the State of Missouri, and actively contracted as a producer with MOPERM. (NOTE: AORs will NOT be accepted on the liability portion of direct written accounts.)


Agent of Record


MOPERM will not accept Agent of Record letters for any entity written direct.

MOPERM will not accept Agent of Record letters after a quote is released.

Agent-to-Agent Agent of Records will be accepted only at renewal following current procedures used for agent changes.
