Become a MOPERM Agent

Contract Information


Independent Agents must be contracted with MOPERM prior to making submissions for quotes. A MOPERM Brokerage Agreement and a W-9 tax form must be executed and returned to our office, along with a copy of an agent's or broker's license. The completed Brokerage Agreement must be approved by the MOPERM Board of Trustees. A Brokerage Agreement must be on file in our office prior to the release of a quotation to a first-time submitting agent. Non-exclusive marketing rights are granted to insurance agents and brokers by the Missouri Department of Insurance under Chapter 375 RSMo 1986. The MOPERM Property Program is marketed exclusively through MO Independent Agents.

Commissions


For new liability business written by a broker a 10% commission will be paid by MOPERM; for new property business 15%. New business is defined as coverage purchased by a public entity that does not presently belong to MOPERM, and/or additional lines of business that are being purchased by a present member. [Note: Employee Benefit Liability is considered a part of General Liability coverage and is not a separate line of business.]

For liability renewal coverage a commission of 10% will be paid to the broker by MOPERM; for property renewals 15%.

Brokers will not receive commission on any liability business currently written direct by MOPERM, regardless of any consulting agreement that may be entered into between broker and entity.

Submission Guidelines


Eligibility - any city, county, township, village, municipal corporation, school district, special purpose or taxing district, or any other local public body created by the Missouri General Assembly is eligible for membership in MOPERM.

Submission - an application for membership may be submitted at any time. A quote will be prepared and sent directly to you. All policies are effective January 1. All quotations will show the annual contribution, which will be prorated to date coverage is effective.

New Submissions should include:

  • A completed and signed application (liability and property lines require separate applications submitted to separate underwriting units)

  • Complete copies of (or information on) each current in-force policy

  • Currently valued company loss history for at least 5 prior policy years for each line of coverage to be quoted.

  • Copy of entity's previous or current year budget (or entity's total operating expenditures) excluding capitol improvements (liability only)

  • MOPERM Statement of Values and Schedules(property only)


Agent of Record


Agent of Record letters are accepted on agency written accounts during the renewal period only.

Agent of Record letters will not be accepted for any direct written liability business.

Agent of Record letters will not be accepted on any new business applications submitted for quotes.

Agent Discussion Groups


MOPERM will host Agent Discussion Groups. These meetings, which include principals and producers, focus on promoting positive working relationships and development of programs to assist independent agents in effectively marketing MOPERM.

Quarterly Newsletter


MOPERM's quarterly Newsletter also serves the independent agent interested in public entity risk management. The Newsletter keeps agents updated on member services available to his/her accounts and legislative issues important to public entities.

Risk Management Services


Many of MOPERM's risk management services developed for direct accounts, including coverage seminars and entity presentations, are available to contracted agents as service tools for their accounts. For more information, see Member Services.

Training Opportunities


MOPERM staff is available to discuss public entity exposures and coverage comparisons, and we offer quote presentation assistance. We also offer Agency Orientation Workshops to educate your producers on the uniqueness of public entities and how they make insurance-buying decisions.
