MOPERM's History
The Missouri Public Entity Risk Management Fund (
MOPERM) was created by the General Assembly in 1986
(RSMo 537.700) in response to a liability insurance crisis that left many public entities unable to afford adequate protection. Commonly known as a “shared risk pool”,
MOPERM is a self insurance fund offering Missouri local governments coverages at reasonable and stable costs. Consistency of pricing is a hallmark of the shared-risk concept.
For 23 years,
MOPERM has consistently provided eligible public entities with broad liability coverages to meet their unique exposures and coverage challenges. In 2003, in response to members’ increasing coverage needs, the Board of Trustees voted to expand the coverage lines to include property, boiler and machinery, and crime. Presently
MOPERM meets the property and liability needs of close to 900 participating members.

Over 800 Missouri cities, counties, schools, nursing homes, health departments and other special purpose or taxing districts participate in our shared-risk pool. The MOPERM staff offers a thorough understanding of the unique coverage challenges and concerns facing public entities.
