MOPERM is celebrating its 25th year as the preferred choice of more than 850 Missouri public entities for their liability and property coverage provider. From a humble beginning on 1-1-1987 MOPERM now is ranked as the 8th largest public entity shared-risk pool in the nation.

Behind the success of MOPERM is the “heart of MOPERM” - Ruth Stokes. Ruth was the first employee of the newly created organization in January 1987. She worked closely with the original board members and legal advisors to develop the coverage language that has protected so many entities and entity officials over the years. She was both underwriter and claims adjustor for many years. As MOPERM grew Ruth focused on claims administration and for more than a decade has been the Claims and Litigation Manager.



At its Quarterly Meeting in March the MOPERM Board of Trustees and staff honored Ruth Stokes for her 25 years of committed service to Missouri public entities.
